The medical plans available through Norfolk Public Schools are as follows:

Point of Service Plan
Optima Point of Service (POS) Plan is owned by Sentara Health System, a regional, not for-profit health care system. Sentara has provided care to Hampton Road area residents for over 100 years and is committed to improving the health status of our communities through an integrated network of health care services and health coverage plans. Optima POS is a health plan featuring both managed care (in network) and indemnity insurance (out of network) benefit options. This means members have the freedom to choose whether to receive health care in one of two ways:

1. You can choose to stay in-network and receive care through your primary care physician (PCP), or

2. You can go out-of-network and choose to receive care from any provider you choose.

Dental Plans
Dominion Dental Service, Inc., is a new plan available to employees this school year. The open enrollment for this plan began in October. The plan provides the employee with comprehensive coverage, quality dental care at predetermined fees, your choice of convenient private offices, treatment that emphasizes prevention and early detection of dental problems. The plans includes no charge for oral examinations, no charge for routine semiannual clearning, no charge for x-rays, and no charge for silver fillings.

Retirement Program
Virginia Retirement System (VRS) exists to provide its members and their beneficiaries with benefits at retirement, or upon disability or death (death in service benefits or survivors benefits). VRS is funded by contributions from employers and members. The member contribution is 5 percent of your creditable compensation is paid by Norfolk Public Schools. Creditable compensation is your annual salary not including any overtime pay, payments of a temporary nature or payments for extra duties, such as pay to teachers for coaching an advising special activities. Norfolk Public Schools pays an additional amount (called the employer contribution) based on their total payroll for active members at a rate established every two years by VRS.

Tax-Sheltered Annuities (TSA)
You can not start planning for retirement too early. Norfolk Public Schools encourages you to supplement your VRS retirement benefits by allowing you to make contributions to accounts qualified under section 403(b) of the Internal Revenue Code. You choose the vendor and the type of savings plan, the vendor makes all the arrangements with Norfolk Public Schools, and you enjoy the benefits when you retire.

There are two types of products available: 403(b) annuities through an insurance carrier and 403(b)7 investment products (mutual funds, for example) available through a brokerage or a mutual fund family. All contributions to either type of product are taken on a pre-tax basis.

Tuition Reimbursement
Licensed/Certificated personnel may be reimbursed for the cost of tuition for a total of six (6) semester hours per school year at an amount not to exceed the prevailing rates at Old Dominion/Norfolk State Universities. Applications are available at school sites.

Classified personnel may be reimbursed for the cost of tuition for a total of six (6) semester hours per school year at an amount not to exceed the prevailing rates at Old Dominion/Norfolk State Universities for courses in the employee's general field or to improve job skills. One must have been employed for two (2) full contract years to qualify for reimbursement for a course taken at a two-year institution; and four (4) full contract years to qualify for reimbursement for a course taken at a four-year institution. Group Life Insurance
Employees are covered under the Virginia Retirement System's group life insurance plan at no cost to them. The state of Virginia and the local school board share the cost of the premium. This is a group term life insurance policy. Features of the insurance are:
  • Your coverage is equal to twice your annual salary rounded to the next higher $1,000.
  • If you should die accidentally, your benefit would generally be twice what it would be if you died of natural causes.
  • If you injured in an accident, you will receive benefits according to the loss experienced (such as loss of an arm or leg).

Optional Group Life Insurance
The Virginia Retirement System (VRS) offers all covered employees the option to purchase additional group life insurance for themselves, their spouses and/or dependent children through payroll deductions. The cost of this additional life insurance is the responsibility of the employee. This plan has the following features:

  • You may purchase up to four times your salary for yourself.
  • You may purchase up to two times your salary for your spouse.
  • You may purchase $15,000 of coverage for each of your children.

Flexible Spending Accounts (FSA)
FSA lets you payroll deduct up to $3,600 on a pre-tax basis per school year for qualifying health and dental care expenditures and up to $5,000 ($2,500 for married taxpayers filing separately) per school year for child care expenses.
